is it possible to switch windows 8.1 32 bit into 8.1 64 bit by deactivating the 32 bit version?

I had purchased windows 8.1 (32 bit) for my personal computer, I sold the computer by deactivating the windows and purchased a new laptop (hp 15-g207ax 64 bit) can i switch the 32 bit series of windows into 64 bit series with the same product key?

Notwithstanding the licensing, you can't "switch" from 32 to 64bit (or vice versa) - it needs a clean install to do that.

The licensing question is a little confusing and depends on what kind of licence you had on the old machine and what kind is on the new one (if any). If I understand your question correctly, then probably "yes". Check the documentation/media that came with the licence you want to install.
