Windows 8.1's bugs.

Why can't I edit mp3 tags using windows explorer? I could do it whilst I was on Windows 8. also, why is the metro apps not opening? as soon as I click on a tile, it returns to the start screen, the app seems to be suspended, but won't open at all.
Please help me on these two topics!

1. On the desktop open File Explorer > Find the file you want to edit the tags for and right click it > Select Properties > Click/Tap the Details Tab.

2. Try restarting the machine if WinRT apps aren't opening, that usually resolves the problem.
