One thing I noticed like with Internet Explorer if I been surfing multiple pages then I want to close the app I press the left arrow at the bottom left till the IE closes. But some apps close right away with one press of the left arrow. If I press the windows button in the middle it really does not close the app I am on. What is the proper way to close apps on a Windows phone?

There really is no reason to close apps there use of resources is negligible. If you just want to to want to you need to keep tapping the back arrow until all apps are closed and you are back on the start screen.

By hitting the back button but it's best to let the OS handle it on its own, no extra battery power or resources are being consumed.

To quickly close IE bring up the tabs page and then close any open tabs. IE will then default to a blank page. Hit the back button and IE will instantly close.
