In the 2014 build i saw a new sort of lock screen for wp8.1, but I can't get it. Is there an special app for it or something or a hidden feature? I have an Samsung ativ s.

It's not released yet. It will be developed by Rudy Huyn. Not sure if it will be an app or a bundled feature. Most probably a bundled feature.
I don't know. Will try to ask Rudy on Twitter though. But I think it may coincide with the GDR1 update, maybe August-September like last year. But don't take my word for it.

By the way, do you know in developer preview you can turn off the phone even it's locked? I think it's a very big bug( 
), just hold the power button a few second and done, it's even don't need password. If you lose your phone it's great chance for thieves!!

Microsoft also have an app for this, but not released it yet.

Considering the APIs are not released to third party developers atm, I think we are all tanking about the same app (MS+Rudy Huyn one).
I think the video I linked could be a beta of the same app.
