"Your Xbox account needs to be provisioned." What am I supposed to do?

Hello,

Every time I go into my Videos I'm constantly presented with the below screen.

I already have an Xbox account setup which, I believe, is linked to my phone, because when I select "Ok" I'm always sent to my actual Xbox account homepage.

What is provisioning?

What exactly am I supposed to do here?
