Data for Receiving calls ?

Is there an app whereas, when someone calls my phones number and I'm connected to WiFi instead of my providers voice minutes being used, the WiFi is used instead, using zero voice minutes from my provider ?

Yea sure.. Viber, Whatsapp, Line, skype etc? but the other person should be using one of those apps as well... What you're asking for however seems impossible
