Lumia 909: Some apps fail when on WiFi only

I want to use my Lumia 1020 as a WiFi only device. The phone account it was attached to has been deactivated. A lot of the apps have no problem with this. Mail, news, OneDrive.. all work just as well on WiFi as they did with the SIM card in. But apps such as The Weather Channel and Pandora throw "can't connect to the internet" messages. Is there a setting I'm missing?

Reset the phone. It connects to my router and some functions can see the internet, others can't. For fun, I tried to make it connect to another phone as a WiFi Hotspot. It "couldn't connect." Now, it's just stuck. Turning it on brings up the same three chasing dots I got trying to log on to my Microsoft account. I'm afraid something might be cooked, though it still doesn't act like hardware. I'd tell you the 8.1 version I'm running ..if I ever get back to the Settings menu.

NVM. I now see the thread where others can't sign in to their Microsoft accounts. Now that THAT is working, I was able to reset the phone.
