We have published a KB around this error for Video Playback. You can find the KB here:
Error when syncing or playing video files on Windows Phone 8

In short, here is the answer from the KB:
Windows Phone 8 does not currently support playback of rented or purchased content from the Xbox Video Store. If you'd like to see this feature added, you can go to the Windows Phone Feature Suggestions website and make requests for future releases.

Joe Belfiore should be fired. Since 2010 he is unable to delivery a finished piece of software or at least provide a roadmap explaining when we could expect new features.
We basically served 2 years as a "beta testers" on WP7 for nothing as WP8 is still unfinished and even worse in many aspects compared to WP7.
