Why are GroupMe (and Skype) not installed by default on all WP devices?

Microsoft owns Skype which owns GroupMe. Skype may be a half baked mess unsuitable for mobile (no always-on ability on other platforms etc) but GroupMe is a fully baked, ready-to-go Whatsapp and BBM fighter. At a time when Whatsapp, Viber, Skype etc are all struggling to make proper apps for WP, why don't MS pre-install GroupMe as a first party app? Just what exactly is the long term strategic vision for the whole Messenger/Live/Skype/GroupMe mess? Skype is replacing Messenger (but in reality Messenger is replacing Skype's backend) and all three, Messenger, Skype AND GroupMe, can do some form of messaging and group messaging.

Right now only Messenger comes baked into the phone which is the only out of the three with surely no future.

Because Skype is still a beta and GroupMe is in an alpha at best - if that comes with the phone installed by default, people will moan, groan and cry! May be with WP8.5 or 9 when these apps are mature enough, we should see Skype as FaceTime for WP.
