Open onenote, then open the note that you want to pin. Activate the menu (three dots on bottom right corner) and tap Pin to Start

Yes you can. You press and hold the note title, tap pin to start. This is a common thing in Windows Phone 8. There's a lot of press/hold things. Be curious and press/hold and swipe. Also check windowsphone.com for more information as there's lots on there to help with the basics. There's also thread on here already for helping beginners of Windows Phone.

I knew I could pin notes I have already written. I'm talking about the "new note" tile in WP7 that automatically creates a new note in the unfiled notes section.

The closest I've found is to create a new note titled "New Note" or whatever, and pin that to start. When tapping it, it opens the note with a new note button in the app bar, which can then be used to create another new note. It's two taps and not ideal, but best I could find.
