I'm still seeing 4.2gb still locked up tight in that area. WTH? Seriously? Is this a hardware, firmware or an OS issue?

Before GDR2 I had 1.4Gb now I have 600Mb only. And as microsoft reported if your other storage doesn't go down with amber then those files stored there are useful for you (e-mail attachments, saved games, contacts data) and those can't be deleted.

Is this 4.2Gb in Other using "storage check"? Or other using "phone storage"? They include different things.

Factory reset before upgrading to GDR2 must work (but it is not needed).

the storage wont go down just like that. what they meant by they ve already fixed it is it will free up the space when u dont have enough space. you can test it by filling the phone storage to see whether they have actually fixed it. didnt have the chance to test on my 8GB Other since i manually flashed my phone.

Installing the latest phone update reduced the OTHER storage space to 500 MB from around 1.2 GB. Do give that a try..
