There's really nothing strange going on here... the live tile and lock screen only update every hour (or more, depending on your settings). When you go into the app, though, you're getting a true as-of-now reading.

It is just an AT&T locker link. Yes, it is from the same Bing Weather link. I opened the bing weather app first and take the screen shot. Then, take home screenshot, then the lock screen. Bing weather at least should update after I opened the app. Look at the temperature difference. It is not one or two hours difference. 36 was day low and the screenshots were taken in the afternoon.
