I use the Nokia Ringtone Maker to make my own ringtones. It allows me to select any MP3 on my phone and then choose start/stop time and duration. All other apps. I haved found until now (in Windows Phone app. store) either force you to select from music in the cloud, or, use your ringtones stored in Skydrive.
My complaints about the Nokia app. are :
1) The actual filename stored on the phone is Ringntone1.mp3, Ringtone2.mp3... - The actual name given to the Ringtone is only used to describe the MP3 (What you see in a music app. while you play a song).
2) Cannot change the volume. Sometimes MP3 songs (specially old music (older than 10 years)) original volume is to low. I would like to increase/decrease volume as needed, then store the ringtone. I was able to do this when I had and Android phone, but, haven't found anything similar on Windows 8 Phone.
