Can you leave negative feedback for a player on XB1?

I remember doing this on Xbox 360 but I don't see any option to do it on Xbox One. I have players quitting after they go down a couple goals in FIFA and it's getting irritating.

The way I know how is to open up your left side menu, go to friends tab, change sorting from friends to recently played. Then hit report or block and quitting early is on the list of reasons to report.
