    I recently checked the store, and saw two Top Gear apps with the publisher being BBC Worldwide LTD, the same name as that on Android (I can't access an iPhone to see if that is the same name). The descriptions for the apps are the same, and the images look very similar so I do not suspect a clone or copycat is making the apps. Finally, both apps have updates today. Although all of this is anecdotal evidence, does this mean the BBC is finally releasing apps for Windows Phone? I really want an official BBC News app, not just a web page app.

    The publisher is BBC Worldwide Ltd which I believe is a commercial arm of the BBC. Other BBC apps are published as Media Applications Technology (like the iPlayer app). The Top Gear apps were updated on 31 Jan 2013, not 2014 unfortunately.

    I really hope a BBC News app comes out soon, it's one app I really wish WP had. Their mobile website isn't exactly great. I'm not counting on it though. The BBC don't seem too fond of Windows.
