According to the OP, the recent influx of official apps is due to the developers upgrading to Windows 8.

You can only make windows 8 and wp 8 apps on windows 8. The they upgraded to windows 8 and wanted to create their own apps for it since they already have it. Then they saw the option to make universal apps and decided to just do that instead. It's just what I think might have happened.

The univesal app system is a good one ,create app for one(wp or w8) and you can create app for the other one(wp or w8) also with little efort.
Its like killing two birds with one stone

Might have a point. I had the fortune of visiting a couple of start-ups in my area and their development teams were using Windows 8. While their products/services weren't originally slated to have Windows and/or Windows Phone apps, these firms are actually developing said apps simply because the cost-barrier isn't that high (since they already have the DE). Of course, the places I went to weren't exactly latent revolutionaries, their stuff is nice, but it won't matter to most.
