I've create a new app that allows you to pin OneNote notebooks and sections to the start screen, called Pinmore for OneNote.
It requires Internet access when initially setting up the tiles, as it uses the OneNote REST API, but once you have a tile pinned and have used it once, you can then use it offline.
The free trial is restricted to 2 tiles only. The paid version allows you to pin as many tiles as you want and also gives you the option of pinning transparent tiles.
It's English only I'm afraid. I hope you find it useful.
