Why is there a delay in WhatsApp Notifications?

Most of the time if not 100% there is a delay in WhatsApp notification on Windows Phone 8.1 or no notification until the app is opened. I have noticed this from the very start of Windows Phone 7.5. When in App, everything works fine. Has it got something to do with core OS background task handling or just the app issue. Can we expect this to resolve in Windows 10 mobile or not?

According to the FAQ page it depends on the phones signal but yeah now and then I don't get the notification until I open the app.

I don't think it has anything to do with network or phone signal. Also, one cannot access web.whatsapp.com until the app is opened in the phone. So I'm curious to know if this is a platform background task handling issue
