Why is Cortana on Android so different?

There seems to be a glaring difference between Cortana the app, Cortana built in to Microsoft Launcher, and Cortana on Win10. Cortana for the launcher can't even send a text message, instead it will do a Bing search for sending a text. Cortana the app, will open up a texting dialog box, but then I need to manually input my message. What's the point in a hands-free assistant if i have to manually input my message and press send. A similar scenario will occur when i ask it to add an even to my calendar.

Cortana for Win10 is understandably better because it's native, but why are there two versions for Android that are so different from each other; and why are they sub par? Alexa for Android has only been able to send text messages for a month or so and it does a better job at this basic task.
