Can Intel and ARM processors co-exist?

is it theoretically possible microsoft releases a hybrid windows that can use arm processors to run windows itself especially for sleep/standby mode and other apps capable of running on arm while switching to intel’s processors for x86/x64 apps especially the heavyweight apps.
