Has the concept of universal apps failed?

Not the concept, they work and work well, but they haven't succeeded as well as they should have for the simple reason that unless you have them on more than one platform, they are a bit pointless.

I have an SP4, 950XL and an Xbox One X, without a thriving phone to have Universal app then you may as well just use the PC standard program or Web .

True, but your comment literally just explained why yhe concept might be a failure. Concept being the entire project, from idea, to success.

Universal apps can never be "universal" without a phone sized device to run them on. And UWP for just a laptop/desktop's sake is pure insanity. The platform is VERY buggy. MS has given up on it. They don't use it themselves anymore. All focus is on Android and iOS apps.

Universal apps are dead dead dead.
