When is official Windows Phone 8.1 going to be available in India?

If you do not use the Developer Preview, then you will need to wait for an official release from whichever carrier your device is branded to.

The official release will be done by each carrier in each country. Microsoft (which now owns Nokia Windows Phone devices) will provide the official release to the carriers, and the carriers will release the official version to their customers after testing.

Actually in india carriers play no role in update. We do not have carrier branded phone..

And as for the question when will cyan(wp8.1+firmware update for Lumia) be released. It is rumoured to start the update cycle around end of june to july. But still there's no official confirmation. Check nokia site here :

here carriers have no role . they just provide the simcard to use thats all.no role in software updates
