Need to get contact onto my phone!

Okay so for whatever reason, I ended up having to hard restor my phone because I got locked out of my microsoft account (needed verifying... couldn't verify...) and therefore I lost all my contacts.
Now I took down all my contacts onto a word document and before doing to hard restore now I need some means of getting them onto the "people" section of my windows account. I've looked into making a .CSV file in Excel, and doing it that way, but I cant seem to right.
TL;DR
Contacts on a word file (NAME, NUMBER). Need to get them onto my phone without doing it manually.

On the new account, add a new contact in People online, export that to a CSV. Fire that up in Excel and add your own contacts to it, and you should be able to import it back: Hit 'import contacts' and on the next screen choose 'other'. Browse to your CSV and follow it through.

Yeah, I've done that but each time I hit import, it shows "The file is empty or not in the correct format. Please choose a different file."
