Cyan update

Hi ,I m using Nokia 1520 wp dp 8.1 in UAE.could any one help me is original update is released in uae or not.i haven't received any update till now.
Is this because of dp 8.1?if yes how to downgrade os to wp8.if I downgrade should I loose any data,apps.i had bought some paid apps will it remain safe?
