Creating a universal app for Windows.

I have a laptop running Windows 8.1 pro. I wish to create a Universal app for Windows. But I do not know how to start.

- C# or Java language?
- What program should I install?
- Any ideas where I can learn online?

I think you should start with C#, using the appropriate Visual Studio Express 2012. (certainly not Java)
Channel 9 - Channel 9: Videos about the people building Microsoft Products & Services - has some nice tutorial series that would send you in the right direction.
