How to and from where to download 8.1 update for Lumia 720.

You have 2 ways. Through DP, or through the Cyan update.

To get it through DP, you should first install Preview for Developers, sign up for a developer account (it's free), then enroll it through the app, and check for updates. Let it install and you now have WP8.1. Check for updates again to download GDR1. There is a downside on this path though. As of now, DP users cannot get the Lumia Cyan update even if it is released in their phone's region due to the bitlocker issue. If you upgrade through DP and the Cyan update is released to your region and the fix isn't released yet, you will have to downgrade your phone to WP8.0 via Nokia Software Recovery Tool, then update it normally. Quite a hassle.

Now IF Lumia Cyan is now available on your phone's region (which I assume that it isn't because the Nokia page still shows "Under Testing" on if not all, most of the Lumia 720s), you can simply check for updates. You will only need Preview for Developers to get GDR1 for now.

Just don't mess with your phone during installation and you should be fine.
