Bing news live tile not working

I am facing the same problem. Previously there was a background task window in settings where we could check the live tile settings but this featured has been scrapped in Win 8.1.
Another major problem that I am facing is that the search window opens with some lag after touching the search button.

its only working with backround task enabled now. check this in the app itself and in the energy overview. the worst thing is it can't be updated manual with backround task off.

***Solved***
I went to an app called Battery Saver, selected show apps that can run in background. I had 30+ apps. I started deleting apps one by one to see if the News tile works. Once that number reached 22, I disabled background running option on all but 2 including news and health n fitness. The latter started working live. So re installed news and voila !
