Nothing as change from dev preview 8,1 to official windows phone 8,1 same version OS nothing different but why dev preview users still need to downgrade to get cyan when user whit 8.0 can upgrade seems strange I think but after upgrade to cyan and 8.1 nothing change apart from the small arrows and some fix why they don't make user whit dev preview to upgrade I know the bit locker issue but no different from 8.1 dev and 8.1 official Cyan is firmware and 8.1 is OS cyan for me as no issue with dev because because firmware and OS are two thing different why fix for dev while is the same a ms the official release

for me id rather wait for the official regional release/carrier-pushed version

like youve said, theres so much hassles going through all that 8.1 developer preview thingy, you have to upgrade/downgrade, etc. etc. and the end result is just the same

but if i wait for the carrier-pushed version, id be more ensured everything is fixed

It was not Microsoft's intent to require users to downgrade in order to install Lumia Cyan. In fact, they initially allowed installing Lumia Cyan directly but then ran into the BitLocker problem. The BitLocker's encryption interferes with the installation of Lumia Cyan thus making it so the phone no longer works without performing a recovery. Although only a minority of users use BitLocker, updates to Lumia Cyan from DP were disabled for all users, probably because there wasn't any way to block BitLocker users specifically. It is expected that the problem will eventually be fixed. However, at this time, nobody knows when. Since the carriers control the rollout of the Cyan firmware, it would not be easy to update it to either install properly on Bitlocker-enabled handsets or disable it for these users only. So, they would need to issue an update for DP that works around this issue, but probably haven't figured out a way of doing so yet.

I think Microsoft and Microsoft Mobile (former Nokia) are equally at fault and yes it is a hassle, but when you install a developer preview or beta of anything, you have to accept the risks involved. Casual users should wait for official updates. For me, I just saw it as an opportunity to perform a hard reset to start fresh; it took a couple of hours of my time but as a result my phone is working much better.
