Iphone 4 won't connect to windows 8.1

I bought a new computer and everytime I connect my Iphone 4 it makes a beeping noise (like it connected but unconnects). What should I do?

The same thing happens to my sister's iPhone 4 when connecting to my PC running Windows 8.1. No problems when connecting it to her Windows 7 PC though.
