Nokia dc-19 issue

I bought Nokia dc-19 power pack two days ago. The issue is when I plug it for charging then it shows different led charging indicator and when I check the remaining power by pressing the button then it shows different led lights. For example, when I check the remaining power, if it shows 4 LED's on then during charging only the first LED is blinking. Please tell me if this behavior is okay or should I replace it.

That is normal. Was there no user guide? All is explained in the downloadable pdf file for that charger.
