My frnd if you have used the Symbian os handsets, or Java os handsets, you can download any application and that apps were able to work as core apps, for example if u download a GIF u can keep it as screen saver or if u want to use an animated clock u don't need to open the app every time, once it is downloaded and installed you can find that app working even under locked screen, so can that kind of apps be developed by Nokia or microsoft
 
Are these limitations kept by Microsoft or Nokia to prevent battery dischargements or, virus issues coz Symbian handsets usually had issues of virus and they need to be installed with antiviruses,if these are the reasons then its good,,,,,coz its better to use a handsets with restrictions to keep away virus and battery problems then using a buggy mobile
