How do I fix access point settings?

my mobile operator is inactive, when i try to make it active it gives some messages like
there may be a problem with access point settings switching your phone on and off may fix it if there 's a problem contact your operator directly
i cant use me mobile network and mms

i have nokia lumia 925
i have a poblem with access point settings. my operator is inactive, when i try ro make it active it gives a message.
you may have a problem with access point settings. switching phone off and then on may fix it. if there's still aproblem contact your operator directly. i cant use internet mms and internet sharing
