For my priorities, is Win7 better for me than latest OS?

Am currently on XP.

I'd like to continue to run some Windows desktop applications as long as possible (old version of Garmin Mapsource and Total Commander, in particular, if it matters).

With this as my priority, am I better off picking up a Win7 machine over a cutting edge machine? I'm concerned about future Windows updates breaking some key older applications.

You can get any computer....or build your own,and put windows 7 on it....you can even have a dual boot XP and win7.....to put win 7 on a computer that is sold with windows 8....you just have to format the disk or USB the right way....for it to install on the new bios

Unless those two have any solid reason and you know they will run on Windows 7 and not 8, then get 7.

Otherwise I recommend 8.x. running those apps in compatibility mode or a VM may be best. Although 7 Pro has an XP mode you may like.
