Is Microsoft ever going to reduce the time it takes to refresh the live tiles from 20-30 mins to in real time ? Apps like WhatsApp and fb messenger get updated in real time with messages but apps like 6tag and Battery and others don't.

Probably when battery tech advanced to a point where this won't result in battery life getting affected too adversely.

Or, when data restrictions lighten up enough for this to be viable for the absolute majority.

You've already noticed that some apps can update at anytime and in realtime. Developers just have to make use of the push notification features and be willing to foot the hardware and electricity bills to make that a reality. Your asking the wrong company to fix your issue.

So no, MS will not remove all restrictions related to how often apps can run in the background. That would, after all, be a phenomenally bad idea: lower battery life, more stuttering, either higher RAM requirements or worse multitasking, and a lot of other drawbacks that just aren't worth it, considering we already have solutions for that problem that work much better, albeit they may be somewhat underused.

But dint yyou think that should be an option for us consumers to decide how often we would want our apps to update ? Like in real time, every 10,20,30 mins etc. I understand the battery issues but still feel like we should have a choice as it's our phone and our batteries ;-)

I understand better now. Thanks.
