Why is my system taking 4.57 GB?

I have the HTC 8X and my System takes 4.57 GB. I wiped my phone, and it began with 4.5 or 4.6, cannot remember exactly. WHY is it taking so much...?
16GB - 4.6GB (System) - 2.5 (Apps/ E-mails/Other) = 7.3 GB Free
I will never be able to put music on my phone, because if I leave it with 4GB free space or less it lags like Android - not kidding.

My 1320 with 98mb left dosent lag

My 720 with just 13 MB left. Still no lags. Just have to clear temporary files everyday.
