Why is there a yellow box around everything on my locked phone?

cant get to settings phones locked with yellow box around everything

I have lumia 360 the screens locked with a yellow box when i tried to have cortana go to settings she says double tap to activate but it says i need to give my permission I tried a soft reset and that didnt work

Would you be so kind as to tell use what phone you have and maybe a better description of the problem? Pictures if possible.

I believe the yellow box indicates that "narrator" is enabled on your phone.
Are you sure about the phones model number being a "Lumia 360"?

That would be the narrator. Press and hold the volume up button then tap the start button to turn off

then after the phone shuts off && i do that it comes right back on to the same damn thing . so what do i do no

You pushed the power button but it has to be the "Windows start" button. (the middel button on the bottom of the screen)
