    Your phone needs to be at OS version 8.1 or higher. Settings > start + theme > choose photo.

    ​It isn't long tap and pin to Start.

    If you're running Windows Phone 8.1, from the Photo Hub, you can only set your Photo as the background in the Lock Screen. However, you can set any photo as your Start Screen Background in Settings > start+theme > then tap on "choose photo" for "Start background".

    You can pin an album to your Start Screen from your Photo Hub, but only the most recent photo in that album will be displayed in the tile.

    To pin a specific photo to the Start Screen, you will need a third party app, like Photo Tile, Pin image to start or Galleries.
