Why isn't my Nokia Lumia 520 working?

why isnt my nokia lumia 520 working?

I turned off my phone because I had an exam. After the exam I tried to turn it back on again and it turned on but is stuck on the screen with the nokia logo. The nokia logo has been flashing on and off repeatedly. I had tried charging it all day and it says its charging but stays on the nokia logo.

Have you tried a soft reset (hold down volume down and power key)?
