If you cannot install from the store, you probably don't have sufficient hardware.

You want to install it on your phone? That manually install option needs internet access on the phone (which seems you don't have).

Unless you're some fancy reverse engineer hacker type, it will do you no good whatsoever.
Installing the glance settings panel isn't going to magically enable it. (It should be available from the store if you can get it)

Well I wanna try sideloading it as l730 has required hardware but no software support. Maybe I'll have to decompile and try changing somethings.

The 730 does lack display memory which is needed for glance to function

First, we don't have the .xap which you could sideload. This is a consumer forum (for the most part) and you wont get much success here to get such a .xap

BTW, some technical info: That .xap file you can download from the store is encrypted and can only be deployed the legal way (on a supported device). It is useless for deploying using dev-tools. No decrypted version of the .xap is available (which could be deployed using dev-tools on any phone if such a .xap existed).
