Speech Problem

I recently bought my mom a Lumia 530 from t-mobile for use on metro pcs and it has full 4g service and everything but when she tries to use Cortana, text to speech, or any other speech recognition service it says that the phone can't access the network. Data is enabled and works in internet explorer but it doesn't seem to work anywhere else. Please help.
