How can I use Internet Sharing on a Nokia Lumia 625 to connect laptop to work network via Global VPN

I have a Nokia Lumia 625 that I would like to use to connect to my corporate network when wifi is not available. I set up internet sharing on my Nokia Lumia 625 then try to connect via Global VPN on my laptop but receive the following error message:-

2014/12/07 20:25:52:804 Error 62.253.69.242 The peer is not responding to phase 1 ISAKMP requests.

Set up my wife's iphone 5 as a hotspot and worked without a hitch.
