    I just bought the phone from CEX. and i am getting the sad face and cant seem to do anything with it. Its charged for over an hour.

    Your quickest and easiest solution in this case, since you just got your phone is to use the Lumia Software Recovery Tool to re-flash the firmware onto your phone. You can get it from here: FAQ - How can I recover/reset/restore my phone software? - Microsoft - UK

    Return to CEX....they are useless for that...apparently they test all products you want to sell... Guess they don't.

    That's assuming it's a Lumia which is why I asked what phone it is ;-)

    You can do a web search for "<phone model name> Hard Reset" and follow those directions...

    But yeah... Like Erractic said; take it back if you just got it.
