How do I access my pictures from my Lumia Windows Phone from another phone?

I lost my windows phone and need to know how to access my pictures from the cloud using a different cell phone. I never had to set up an account for the cloud so how does this work

Log into your OneDrive with the Microsoft Account you used to set up your Windows Phone with. By default Windows Phone backs up your photos to OneDrive. If you're using an iPhone or Android to access these photos, you need to install OneDrive and log in with the Microsoft Account you set up your Windows Phone with.

Or do you mean that you lost your phone and got a new phone? And the question is about setting up your new phone. In this case use during the setup of your new phone the same Ms account you used on your old phone. That will solve the problem.

If you never uploaded your photos from your lost device to OneDrive, then the photos are lost along with the lost phone.
