Why won't my battery charge?

my battery won't charge

Hi all,
sorry if this has been discussed but basically my phone had about a quarter battery and I put it on charge for a bit and now it flashes the symbol saying the battery is too low whenever I try and charge it, it wont turn on and even when it plugged in wont do anything apart from flash the battery symbol. have tried different means of charging ie different cables, usb, mains etc.

What phone do you have and how long have you had it for? Is it new or used when you bought it?

The battery may be defunct or the USB connection on the phone may not be working.
