As far as I know it does. But I think it's currently only available for those who are enrolled in the Preview for Developers program.

You just need to switch US as region. But I believe with Denim update cortana is enabled in Alpha version in India.

Cortana alpha is already available in India with cyan but we still don't have the indian language package for that indian accent so it might take a while, but may be available with windows phone 10 soon

It's available.. You just have to chance your speech language from English(India) to English(U.K.) .. And ya don't forget to tur on your location.. ;-)

You are required to do the following settings:

Language: English
Region: India, English(India)
Speech: English (United kingdom)
