I have a Pluggable brand USB 2.0 network adaptor and using it with the latest model Dell XPS 15.

The issue I'm having is that setting the properties of the adaptor is really painful, if you set a static address it sometimes doesn't take and you get a random 169. Address, or, it does take, but when you go back into properties it says that connection is DHCP even though you just changed it to static. And going from a static address to DHCP again never works right, have to disable and enable the adaptor again.

Is this a known issue, do you think it's just the adaptor?

If you've had good luck with a specific one, I would appreciate the advice!

I have used Trendnet adapters in the past that have work well for that kind of application.

It sounds to me like the driver that was installed for that one sucks. Have you looked on the manufacture website for a newer driver?
