Why isn't my internet explorer opening?

every time i click it does not respond

Windows 7? Windows 8? Modern or desktop? Or even Windows Phone? If it's the latter, just perform a soft reset by pressing and holding volume down and power simultaneously until the device vibrates. Then release both buttons and wait for your device to boot up again. Make sure you adjust your time and date if this doesn't happen automatically.
