Why won't my phone let me turn it off (it has a lightning & setting symbol and Phone locked)?

Will not let me power it off or do anything at all.

Hold the Volume Down + Power buttons until the phone vibrates and reboots (about 10 seconds).

Keep your hand from pressing Volume Up during a boot.
