my nokia 920 didn't start the other day so I would like to back up the phone to my windows pc

Since your phone is not powering up, you may not be able to back up your contacts directly from it. However, if you have used a Microsoft Account for your phone, you can synchronize your contacts from your people.live.com account with your MS Outlook. Once this is done, you may export your contacts from MS Outlook as a .csv file under Files > Options > Advanced > Export Outlook Information > Export to a file.
