WP 8.1 with enabled Hey, Cortana

Hi Folks. Just now I am reading one article in which Samsung inform their consumer of Smart TV with voice enabled function to be careful what they speak in front of TV since is possible that Samsung or third party listening chat. In article is written that Smart TV constantly listening chat with purpose of recognition commands.
Now, assume that WP with Hey, Cortana enabled function do the same, does this approach compromise our privacy?

Lol to be honest all of those functions compromise our right to privacy.. On WP we at least have the choice to turn it on or off.. But eventually, as far as I can see, we'll live in a world where that is the standard :/

How will reacts on Hey Cortana if not listening? So definitely phone constantly listen but question is does it collect sound and voices?
